S.Aivazova, G.Kertman: "Nowadays the principle of equal opportunities for participation of women and men in politics is considered as a significant indicator of mature and stable democracy similar to the principle of delineation of branches of power. The United Nations Organization conducts special statistical surveys focusing on gender balance of legislative and executive bodies of power in various countries of the world. Professionals monitor gender changes in power attitudes in order to assess general trends of political development. In Russia gender analysis of politics, including such significant components as parliamentary and presidential elections also gradually gains recognition.
The authors first turned to this issue in 1999-2000, during the previous cycle of parliamentary and presidential elections. Our research resulted in a small brochure “Men and Women in Elections. Gender Analysis of Electoral Campaigns of 1999-2000 in Russia”. The next electoral cycle - parliamentary and presidential elections held in 2003 and 2004 – allowed continuing with the research, and results thereof are now submitted for readers' consideration."
